Percy Rodgers,
Senior Associate

Percy served for over 30 years as a compliance manager with the New Jersey Casino Control Commission. He was responsible for certifying the collection and counting of all casino gross revenue. Percy reviewed and approved Security, Surveillance, Gaming Equipment, Casino Floor Access Codes, Internal Control and Blueprint Submissions. Percy also served as the Compliance Division’s Training Coordinator.

He currently serves as a Senior Associate with Holmes & Company. During his tenure, Percy has been assigned to various FMO reviews of FTA grantees such as the City of Santa Fe, New Mexico, Greater Cleveland Regional Transportation Authority, City of Boise, Idaho, ABQ Ride of Albuquerque, NM, Capital Area Transit of Baton Rouge, Louisiana, Palm Tran of Palm Beach County, Florida, Miami-Dade Transit Department, San Francisco Regional Transportation Authority, City of Jackson, MS, City of Lafayette, Louisiana, City Transit of Birmingham, Alabama, and Hampton Roads Transit (HRT), Hampton, VA.

  • Percy has provided assistance on grant development and implementation to ensure compliance with FTA regulations and Circulars.
  • He specialized in the review of Payroll, Accounts Payable and Fixed Assets procedures and ensured that change orders, contracts, Invoices, preventive maintenance and employee recorded work time complied with all federal regulations. Percy has been the key person reviewing transit facility money room procedures, ensuring that revenue collection, counting and other security controls are appropriate and in full compliance.

Percy is a sports enthusiast, particularly his Philadelphia EAGLES football team.
